I too teach adults who have dropped out of high school as well as English-language learners, and agree that bombarding them with grammar rules out of context is NOT the way to teach grammar.  I've noticed the same behavior of the high school dropouts that Cleary noted, and have also realize that the English-language learners know all the rules but not the context in which to use those rules.  Grammar must be taught within the context of reading and writing, and practicing reading and writing regularly.
